In Vermont, the state Labor Department estimated that 18,300 Vermonters were out of work in September, setting the jobless rate at 5.2 percent. Senator Bernie Sanders planned a press conference in Burlington to discuss measures he wants Congress to include this month in an economic stimulus package.

When Congress reconvenes on November 17, Sanders will lay out his "Rebuild America" proposal to create jobs by repairing crumbling bridges and roads, expanding community health centers, upgrading the nation's out-of-date electric grid, and developing renewable energy sources. The stimulus package also should address the current economic crisis by extending unemployment benefits and strengthening education, nutrition, and anti-poverty programs.
