Debt Deal?

The Senate Republican leader on Sunday said an agreement to raise the nation's debt limit is  "very, very close."  Sen. Mitch McConnell and the White House reportedly crafted a deal in secret weekend talks. Details were sketchy, but the package was said to include $3 trillion in immediate cuts in discretionary spending and caps on future spending.  Also, a powerful special joint committee would be formed to consider further cuts and entitlement reforms. What would be the impact on Social Security, Medicare and Medicaid?
