The House voted Wednesday to give President Barack Obama the authority to train and arm Syrian rebels after the president provided fresh reassurances that  American forces will not have a combat mission in the fight against Islamic State militants in Iraq or Syria. The provision was added to a spending bill that the House sent to the Senate, where a vote is expected on Thursday. The provision is part of a measure to fund the government after the Sept. 30 end of the budget year.
